Why Spain's EV subsidies are worth understanding

Spain's MOVES III programme is among the most generous EV subsidy schemes in Europe — up to €7,000 for a BEV under the Plan Auto+ 2026 extension, plus regional top-ups in Catalonia (€2,000), Madrid (€1,500) and Valencia (€1,000). Plan PERTE for EVs

Plan PERTE (Proyecto Estratégico para la Recuperación y Transformación Económica) is Spain's €4.3bn strategic plan for the EV ecosystem, covering battery gigafactories, charging infrastructure and consumer incentives. The consumer-facing component includes MOVES III funding and has channelled over €1bn to EV adoption since 2021.

Q1Can expats and non-Spanish residents claim MOVES III?

Yes — as long as you have a NIE (Número de Identificación de Extranjero) and are a Spanish tax resident (meaning you file taxes in Spain), you can apply. The subsidy is for the person, not the nationality.

Q2Do used EVs qualify for MOVES III?

MOVES III covers new vehicles only. However, the Plan PERTE includes a used EV subsidy scheme (MOVES for used vehicles) with grants of up to €2,000 for BEVs that are less than 3 years old and transferred to a new owner.

Q3What income documentation is required for MOVES III?

For Plan Auto+ 2026, you need to provide proof of income via a copia fedataria of your última declaración de la renta (tax return). The income thresholds for maximum subsidies are approximately €28,000/year for individuals. Higher incomes receive lower subsidies.

Q4Can I combine MOVES III with my company's fleet discount?

Generally yes — MOVES III is a consumer subsidy and can be combined with dealer fleet/commercial discounts. However, the total discount cannot exceed the vehicle's recommended retail price (RRP). If the RRP is €35,000, you cannot get €40,000 in total discounts.

MOVES III has been extended multiple times as funds were exhausted. If the current tranche is depleted, new applications go onto a waiting list for the next tranche. The government's Plan Auto+ has allocated €1.2bn for 2026 EV subsidies — sufficient for approximately 170,000 vehicle subsidies.
