Why Distributors Reject CIE Applications

E-distribución, Ideco and i-DE regularly reject CIE applications citing "no known installation at this address" — even when the CUPS number is correct. The root cause is almost always a mismatched address format.

Rural Addressing Variants

Spain never standardised rural addresses. The same property can appear as "Pago El Salido, Polígono 7, Parcela 234" on the padron, "Finca Los Álamos" with the distributor, and "Camino del Salido s/n" on the bill — all referring to one plot.

Industrial Estate Chaos

Commercial properties in polígonos often appear as "Calle del Polígono 28, Nave 14" on the padron but "C/ Industrial 28, P.I. Santa María" with the distributor. Different naming conventions within the same estate are routine.

Street Renumbering

Town halls periodically renumber streets after new developments or administrative reorganisations. The CIE may carry the old number while the distributor holds the new one — neither matching the other.

Meter Location Differs from Property

In rural Spain meters are often at the plot boundary or on a shared pole, sometimes 200m from the building itself. The distributor's record may reference the meter's location rather than the property address.

What Actually Works

Include the Cadastral ReferenceThe referencia catastral uniquely identifies the plot independently of naming. If the CIE form has a cadastral field, complete it — distributors increasingly accept it as the primary identifier, bypassing address string matching entirely.
Match the Exact Format on the Electricity BillBefore submitting, check the address on the client's last electricity bill and use that exact string — including capitalisation, punctuation, and any suffix. The distributor's system is most likely to match against that format.
Add a Supplementary Location DescriptionUse the "ubicación del suministro" or installation description field to cross-reference the CUPS number explicitly: "Contador situado en poste de hormigón en límite de parcela, acceso por camino de servicio. CUPS: ES..."
Submit via the Distributor's Physical OfficeOnline rejection is often final. Submitting in person at the oficina de atención al cliente with the electricity bill, catastro receipt, and meter photographs sometimes succeeds where the online system fails.

What if my installation fails the inspection?

If the electrician finds deficiencies — such as outdated wiring or an inadequate consumer unit — they will provide a full quote for the necessary remedial work. Once the upgrades are completed, they will re-inspect and issue the CIE.
