Why do fuel prices vary so much?

In Spain, fuel prices are deregulated. While all fuel comes from the same national distribution network (Exolum), stations add different additives and apply widely different profit margins.

Independent "low-cost" stations (like Plenoil, Petroprix, or Ballenoil) often operate unstaffed automated sites, passing the operational savings directly to drivers. Premium branded stations charge more for loyalty schemes, staffed tills, and premium additives.

Stations set their own margins. Independent and unbranded stations (low-cost) often run automated systems with fewer staff, allowing them to offer lower prices.

Yes. All fuel sold in Spain must meet strict minimum quality standards set by law (CLH distribution network). The base fuel is exactly the same.
